17. the bitten boy could have avoided the alleged attack

Stray dogs turn nasty in P'pang

District Council workers have been mobilised to deal with the presence of stray dogs wandering about Taman Delima.
A Council spokesman said its workers would make random visits to the neighborhood to minimise this nuisance.
"Our staff will try to catch as many of these canines as they can," he said.
"Dog owners should ensure that their dogs are licensed and kept within their compound, if they do not want their pets to wind up in our keeping," he said.
He warned that even licenced dogs could be caught, if they were found wandering unsupervised in public places.
This action follows the plea from a mother whose son was bitten by two dogs recently.
Susan said her l0-year old was cycling along the housing road, when he was attacked by the canines.
"He had to receive an injection for the bite marks he had on his calves," she said.
"My husband spoke to the owner of the dogs and asked him not to let his pets wander around the neighbourhood."
Nevertheless, she hoped the Council would intervene to ensure that the public, including pedestrians, the elderly and other children, who used the housing roads there did not come to harm.
She said many parents were reluctant to let their kids play outside the compound of their homes after what happened to her child.

16. Cannot kill birds but OK for dogs

DBKK has been killing dogs - strayed one or not??? Joshua

City Hall in a fix over bird droppings

by Chok Sim Yee. Posted on October 11, 2013, Friday
KOTA KINABALU: City Hall is open to any constructive suggestions on how to reduce bird droppings in the city.
Mayor Datuk Abidin Madingkir said City Hall had done its best to resolve the issue, such as cutting down branches of trees used as a resting place by the birds and putting up bright lights in an effort to prevent them from spending the nights there, but all these have been to no avail.
“Cutting down the trees is out of the question because it is (a) sensitive (issue). I cannot kill the birds, as it would be wrong (to do so)!”
Abidin was responding to Kapitan Lim Shim Min’s recent statement on the issue of bird droppings along Gaya Street, especially near Jesselton Hotel, after officiating at the installation ceremony of DBKK Toastmaster Club here yesterday.
He said the trees that were chopped down along Gaya Street recently were infested with termites.
Instead of replanting the trees, City Hall decided to provide more parking spaces for the people, he said.
“Some people are happy, but some people are upset (about cutting down the trees at Gaya Street),” he noted.
Abidin said installing roofs might not be a viable option as it might affect the trees and the people may complain that the roofs compromised the aesthetics of the city.
“If we were to use creative rooftops, people may say we are wasting money just for bird droppings,” he lamented.
Hence, Abidin said, the short-term solution was to clean the bird droppings as soon as they started to accumulate.
“I’ve instructed my men to monitor and clean (the bird droppings). I know the problem will never end. We clean today, by nighttime the birds will come and there will be bird droppings the next day,” he said.
Any constructive suggestions to resolve this issue would be most appreciated, he reiterated.

15. 10.10.13

Joshua Y. C. Kong & Mary Kong, P.O. Box 11923, 88821 Kota Kinabalu 013-8394513

Datuk Mayor,                                        By Hand                 10th October, 2013
Dewan Bandaran Kota Kinabalu,
Kota Kinabalu.

CC:         Director – General
                DBKK,
                Kota Kinabalu.

Dear Datuk Mayor,

Re:  Criminal Conspiracy and Disturbances in our area & our complaints – Taman Sri Kepayan

Further to our letter to you Yang Berhagia, the DG of DBKK, YB Assistant Minister dated 3rd September, 2013 on the two matters above-mentioned, we write to protest against what happened at the DG’s invitation at very short notice of two hours to the Mesyuarat Berhubung Perkembangan Program Trap, Neuter and Release (TNR) Tanjung Aru at the 3rd Floor of the DG office’s conference room at 2.30pm on 9th October, 2013.  We attended the Program at such short notice.

2.             So the event yesterday at the DG’s conference room is just another continuance of the Criminal Conspiracy over an abused and petty dog issue.  We have stated our stand in several letters etc including a brief Memorandum to you and the Assistant Minister concerned and no reply has been forthcoming from the YB Datuk Edward Yong.  YB DEY (questioned motive) and DG came to our house on 26th September, 2013 after we lodged a Police Report on 25th September, 2013 on the Criminal Conspiracy.

3.             Please don’t focus on the guard dogs we have that are doing a wonderful job in security for our family and the families around.  But focus on the rising crimes and DBKK has an important role in combating crimes in the city together with the Police to make KK City a safer place for all.   The complaints on various other violations of By – Laws we raised also need to be addressed immediately.

4.             It is sad that not many houses in KK have dogs and to avoid an extinction of that, some liberal policy must be in place unless some quarters so hate dog at their own peril when dog is another very important creation of God to be our daily visible friends while God is every where.

5.             The guard dogs are not nuisance to anyone unless deliberately agitated by neighbours to be so but likely criminal minded people are not only nuisance but menace to society.  So who should we take appropriate action to keep the peace in society?

6.                   Dogs cannot speak except by signs and human beings especially dogs lovers must speak out LOUDLY for dogs and justice for all. Justice for human beings should not exclude justice for the animals especially guard dogs that are doing great job.

7.             We trust that this matter of guard dogs be laid to rest while our complaints in paragraph 3 be acted upon without bias.

We thank you for reading yet another letter.

Yours faithfully,

Joshua Kong                        Mary Kong

This ceremony is for all kinds of pets like dogs, cats, hamsters, turtles, fish, and lizards.
Participation is free and it will begin from 3pm to 4pm.
“The 269 animals at our shelter will not be able to attend the blessing ceremony at BCCK on Oct 12. We therefore thank Friar Gerard Victor for agreeing to conduct a special blessing ceremony today (yesterday) for these abused, abandoned and unwanted animals.
