3. DBKK to note

Re:  my security guards dogs

Further to the notice of by laws on registration and control of dogs in residential houses dated 29th July, 2013, we would like to respond as follows :-

1.1                The number of dogs as security guards is the off springs (too precious) of our own mother dogs. The number in excess of two is desirable for our situation and we are prepared to pay for licence for more than two dogs.  For the purpose of guard dogs, two is definitely in adequate as puppies need at least six months to be capable to be guard dogs should one or two dogs go missing for whatever reasons and not easily replaceable.

1.2                The dogs maybe noisy being in a new area as we have just moved into the new address in Taman Sri Kepayan.  There are many reasons why the guard dogs make some excessive noises and even howling at times.  For the noise the number of dogs is irrelevant as even two hard working guard dogs can make similar level of noise like barking and howling. Our guard dogs are very sensitive to ‘foreigners’ and neighbours who walk close to the separating fence.  Initially, the dogs want to get to know the new neighbours and barking is a way to show that.  The dogs know the hearts of the people (good or bad stances) and would react to those scenarios.

2.                   We appreciate the effort of DBKK’s staff on the complaints of the neighbours to the noises of my security guards.  While the complaints maybe justified, there are also lots of other complaints that can be lodged to DBKK on several identified breaches of by-laws and laws like excessive and extensive extensions to houses with or without approved plans, houses with concreted compounds, increasing crimes – petty and serious crimes on personal and properties safety, parking issues etc.  What about those with ‘loud speakers’?

3.                   While we ask for tolerance and even acceptance for the initial noises from the guard dogs as settling into the new area, we would like to speak on behalf of the dogs in specific and in general and we would prepare a detailed paper as soon as possible for education and acceptance purposes why more dogs especially guard dogs be allowed as an exception.  As an initially measure, the guard dogs would be more agitated and likely retaliate towards hostile people (knowing the hearts of such persons) as a natural instinct. Some people may say the barking of dogs disturb them in their sleep but we would sleep more soundly with our guard dogs around knowing our guard dogs for more than 20 years.  Give peace a chance.

4.                   .Maybe with the appropriate  education, the by-laws of two dogs instead of five or more previously can be amended not to benefits the criminals for the commission of crimes seen (normal barking for the presence of ‘criminals’ or unseen (howling of evil manifestation). Dogs don’t bark for nothing. 

5.                   We trust those complaints would be put to rest with the assurance that dogs in our communities are justified as dogs have more rights in Sabah for reasons known and unknown.  Peace for all.
